The reason we don't give money to homeless people in London unlike other parts of the world is that if you're homeless the council will give you somewhere to sleep even if you call them on the same day you become homeless they can put you in a bed and breakfast or a four star hotel if you call during opening hours. If you're on drugs or you're breaking the rules of the accomodation they give you then you end up sleeping on the street sometimes. So people are scared any money given to you will most likely be used on more drugs.
Secondly, it is illegal to beg in the UK and they always announce that we shouldn’t give anyone money but you can give food etc
