I think Mark Lewin wanted to challenge the winner of the National TV title match. It would've been fitting seeing that Lewin was former U.S. champ in his own right.
I believe that was Eddie Graham's idea, he promoted in Florida and he came up with the idea, it could have been Dusty Rhodes idea, but, I believe it was Graham's.

Yep. That is the Master of Darkness himself. This was still when he was the plucky young Boston Battler. I think he turned heel a year later.
