He NEVER should have been a police officer. He had a dishonorable discharge from the Army…. First red flag!! Then alcohol charges… Second red flag. This is negligence on the part of the police back ground checks.

I am a conservative and a Republican, BUT I believe changes do need to be made in Policing. I don't believe in Defunding the Police, but these are the changes I think need to be made, 1) All Police Officers should have to maintain a Federal or State license to be a Police Officer, no different then a Doctor that has to have a state medical board issue them a license to practice medicine, or a Lawyer being required to pass a State Bar and have a license to practice law. If a police officer is fired or resigns in lieu of termination should have his license pulled and unable to be hired elsewhere. There is a case in Florida, where a Police Officer planted drugs on over 27 people during traffic stops to get promoted. He literally ruined 27 families lives. There are many cases like this. 2) Qualified immunity needs to be removed, why is it when a Police Officer violates someone's rights and is sued the taxpayer's have to pay for it. This is just wrong. 3) Civil Forfeiture needs to be made unlawful, unless the person is arrested for a actual crime. I wish the Democrats and Republican's would come together and actually serve the public and address this matter in a rational way instead of gas lighting. I am tired of the dam THIN BLUE LINE GARABAGE. I was Active Duty Military for 26 years, when we removed someone from the Air Force for disciplinary reasons, they could not go join the Marines, Army, Navy, Coast Guard. Same should hold true for Cops, if you are fired or resign in liue of discipline, they should not be allowed to join a different police force.

Police, who had a search warrant, went to the apartment seeking Stamps’ stepson and another man suspected of selling crack cocaine from the home. After police broke down the door, Stamps complied with an order to get on the floor. He was shot in the head by an officer who said he lost his balance when he tripped over some debris in the hallway, causing him to accidentally fire. Her autopsy reads that a bullet entered her left eyelid downward, hit her caratoid artery. This is the artery that carries blood from the heart to our brains.
Morever, we have All heard of cases where victims of assault survive attacks by stabbing their human threat in the neck; same place as where the bullet exited the late Ms. Massey's neck.
A main artery injury is deadly and the likelihood of survival once this artery is punctured is slim to none.
Her chance of recovery after this deadly injury was grave.
And, to add insult to her injury, this man obviously wanted her unalived. Per his comment after he did exactly what he threatened Ms Massey he would do to her, he tells his partner: "Its a head shot, she's done!" Then goes on to chuckle. Disgusting to say the least.
How diabolical! His urgency was not assisting her after he shot her, however he priortized putting up the crime scene tape as if that was a noble act on his part. Inanimate tape was given more respect than human life. The audacity.
Now, he is behind bars wanting to go back to work. It is alledged that he has been quoted, "I am experiencing loss pay." That is very telling and further reveals his callous mindset and lack of regard for human life.

I am from Peoria Illinois, just north of Springfield, and about an hours drive. If anyone knows about the "Heartland" of America, there are a lot of black and racist hearts there. It's just a skip away from the origins of my parents in Eastern Missouri - Mark Twain country. If anyone read Huckleberry Finn, which was a required reading while I was in high school there, that's the mindset of Illinois. There's a lot of silent complicity regarding race, from top to bottom in employment, healthcare, the penal system, education, housing. Basically a mirror of the rest of the country. Silent complicity as deafening as the silence seen in the bodycam while all of the other responding officers stood around fully knowing of the rumored background of this decrepit human who should never have been allowed to wear a badge. Watching the full bodycams of both officers, I cant help but be struck with the fact of every responding officer I saw was white. I find that odd since Springfield, a city of over 200K residents, has a black population of 13%. Surely there must be some qualified black veterans who actually served their country honorably, and above the dishonorable discharge the murderer in this shooting has, who were more qualified to wear the Sagamon County Sheriff Dept. badge than this system created and privileged killer. This points to an obvious problem in hiring only what appears to be majority white cops regardless of their troubled past. I think the Justice Dept. should fully investigate the Sangamon County Sherrif Dept. due to the complicit nature of wanton hiring practices, with consideration of the demographics disparities mosty likely within their ranks. Clearly an at-a-boy system exist here just as was the case in Ferguson Missouri - a mere few hours drive away. The Sheriff should be fired just as should both the hiring manager and responding partner officer - blood is also on their hands.
