Artie is very funny, its just that stand up isn't his strength for some reason. His one liners during the course of the show and the shows he did after he left Stern are hilarious. You can really see how funny he is.
Because Artie presented himself as some kind of hard-partying, Belushi-esque slob and for some reason everyone thought that was really cool. Howard and Fred, geeks that they are, treated him like some kind of badass rock and roll superstar. They didn't know that they were just enabling a self-destructive addict and pushing him closer towards the edge. Eventually Artie stopped telling jokes and became a joke himself, and no one wanted to laugh anymore.

Problem with this roast in general was that part of the HS roasts were being able to say anything so the talent said a lot of racists type jokes which were funny. Daniel thought they were funny too. The jokes were poking fun at a stereotype but Daniel laughed because he believed it. The problem was Daniel is pretty charming and after his replies he came off in good light.
