It will sound cleaner if you change bass notes. If you hold the finger over both strings the notes will ring over each other and sound sloppy :)
I tried to find the pdf on your site on the Green grass page, but I couldn't find it
why switching the bass finger? Why not just leave it as a bar and just not strum the E with the right hand?

It's not an Ab7, it's an Abma7, but if it were Ab7 you would be right on. Treat it as the naturally occurring ma7 chord (b6 chord) in Cm :)
