None of these states will allow solo driving with a learners. No state I know of will issue a hardship license under 15. Farm licenses in many states will allow farm use only at 14, i.e. not on public streets, byways, or highways. Also, in GA, learners start at 15, restricted at 16 and full privileges at 18.
