Understanding Data Modules and Data Sets in Cognos Analytics

cant we create a report out of data set? Cognos sometimes gives with one hand and takes away from another...how come they havent provided an option to create a report from data set? most of them even today use reports to create dashboards instead of dashboard dashboards
