This is a really cool idea! Worst case scenario, it gets more publicity for the lesser known rulings out there.
For that first ruling, I always think of artifact scythe whenever lingering effects come up, because I feel like most people can intuit that if you negate scythe after it resolves it doesn't mean you can suddenly summon from the extra again.
Insert *Be a lot cooler if you did* meme.

What's tricky with Zwei is that the lingering effect only affects itself, so you might think it would be ruled similarly to a stat modifying effect.

Scythe is my second thought only because I use it to wreck noobs and occassionally in salad. What I always think about is AZATHOT because remember when you could just azathot somebody ON THEIR TURN?! I remember that well, and I remember being helpless to undo that DEGENERACY once it had resolved.

I got all but one of these right. That thing about card names vs level... that one threw me for a handloop. Brain go boom.
As for the stat modifiers, I've been using True Draco Apocalypse with Forbidden Drop in Monarch to temporarily negate and permanently quarter the ATK of most or all of my opponent's monsters. So I figured an effect like Limiter Removal would override some other stat changes. That's why you're supposed to use it in the damage step.
For the last question I'll just cite an article from the ygorganization regarding rulings: "I can probably count on one hand the amount of people on this planet that know all the dark depths of shrink rulings".
Episode 2 : ask Cimo the rulling of shaddoll shekhinaga.
Episode 3 : ask Gage the rulling of Ronin toadin for synchro summon or terraforming for Verdant Sanctuary.
I really like the idea for this series, I would love it tho to get more of Sam's internal reasoning out of the question.

That attack modifier ruling still makes no sense to me even after Coder explained the ruling
I feel so smart for knowing the YEP DOUBLE question. I misordered this in deskbots a lot in casual play on Legacy of the Duelist.
The last one is easier to see in Duel Links, because cards like power of the guardians are more used, so we see that situation more often

About Nächster, of course you can chain Linkuriboh on a Widow Anker targeting Nächster, but that is only, because Nächster did not already resolve and lock into Machines.
And if Nächster gets hit by Veiller it is negated completely, because locking into machines is also part of the effect. :D

I got it right. There's different kinds of stat buffs and debuffs in the game, and they function differently. Think about stats in video games. One buff just might override another. The types of buffs and debuffs you're using for won't be apparent unless you know what you're looking for.
