John, many custom builders prefer to build on the straightest axis of the blank rather than the spine. On a multi piece blank like a fly rod may be it can be difficult to determine the spine on all the pieces.

What reel seat is that, and what fly rod blank did you use in this video?
It is a Sage blank, and an American Tackle reel seat.
what is the rule of thumb on weather to have the reel seat upward locking or downward locking?
Great question, and almost all fly reel seats are upward locking. Especially those that will receive a handle with a cutout. Thank you for watching.
As conventional rods, personally I thinks it’s personal preference, but I prefer upward locking.
