In your first example, I see a potential issue. When you calculate "within group" variation --> It can monotonically increase with increase in N. Whereas the numerator "Between group" only increases with increase in the number of groups. Increasing number of observations does not change it. That cannot be right. Something seems wrong.
Yes, it's entirely possible for within-group variance to be much higher than between-group variance in ANOVA. This would indicate that the differences within each group are much larger than the differences between the group means. In such a scenario, the F-statistic would be small, and we would likely fail to reject the null hypothesis, concluding that there are no significant differences between the groups.

Overall mean is not mean of means.... Let 3 means by x/N, y/N, z/N (where x,y,z are sum of observations in each group). Overall mean = (x+y+z)/N But mean of means would be (x/N + y/N + z/N)/3 = (x+y+z)/3N

Wrong explanation of variance. You should have divide sum of square by number of observations. With your way it will always come less than 1
Overall mean is not mean of means....
