If Avenger Ushi and Maou Nobu don't have any dialogue when she's summonable i will riot. They both started as more jokey characters, got a summer form and then changed to sadistic 5 star avengers. Its just too perfect for them not to become friends immediately.

I started playing FGO JP like 4 months ago. I got summer Kiara fully leveled up & skills at 6-10-10, but I can’t challenge Ushi avenger since my lack of support casters (Waver and the others), no SR ST riders (no Sakata Kintoki nor that Ryuma(?) welfare rider couple), and that I focused on leveling up only SSR servants I got (Kiara mooncancer, summer Abbigail, Nemo, Van Gogh, Orion, Francis Drake, Odysseus, Yang Guifei, and the latest Alter Ego of this banner) without leveling up 3-star Ushi led to a tragedy that I kept failing to beat that damn Demeter no matter how many command codes or SQs I spent on reviving my team since she kept healing w 50k per turn. And that damn forcing-to-use Canine lancer support (again I got no Waver, Skadi, Castoria or Merlin). I wonder if my strategy is lacking or my team is just not good enough to beat her. Even with Ashiya Douman alter ego, Francis Drake & Odysseus riders on my team, their NPs are AoE instead of ST, so I cannot move forward past Demeter at all. As a result, I can’t participate in this new part of the latest lostbelt.

Whenever trying to determine whether a character will be summonable, first of all see if they have an actual servant sprite (She does.) Second, you look at the quality of their animations. Are they fully fleshed out, or do we have a Caenis-from-5.1 situation going on here? I don't know about you, but these look pretty fleshed out to me. She's got at least 4 different attack animations. Third, do they have an actual NP? In this case, yeah obviously. She has the NP cut away and everything, rather than just using some attacks when the bar is full. Based on this evidence, we can deduce that she absolutely will be summonable. It's not a question of if, it's a question of when, and the answer to that is "Banner 2 most likely" but it's always possible that they save her for something else. Old Man Li wasn't available until the new years after his chapter's debut, after all, and if they decide to make her a 5* (unlikely if you ask me, but possible) then they probably won't put her on banner 2 since the OTHER banner 2 candidate servant is... clearly the SSR they want to be on it. Like, there's not even a debate there.

@Arnold Jay If the datamines are to believed, probably not. According to the datamines, there isn't even any basic data of the real one in game (for context, Goetia and Solomon each have more playable data in game than she does).
This just proves to me that DW is purposely not giving Ushi the love she deserves by granting her an animation update. It hurts to know that they are willing to make new animations that will likely only appear for one or two quests, never to be seen again, and not use that time to update a nearly identical Servant's animations.
There was a bb double waver run back in shimosa. I used a similar set up here with 1 castoria instead of waver. Neither got to np even once the whole fight.
