I LOVE THIS CONCEPT. I was super upset when Cell lost his tail and had it be retractible instead of just out there like in his previous forms, so I absolutely LOVE this design for Cell's final form.
His tail was already retractable and cell is part bug so he already had those armes, they were just retracted inside him because it stands in the way when not in use like it's tail
Ngl it’s kinda dumb. The tien 4 arms. The tail being out. Like the tail is retractable. Golden cell looks better than that. I’d late cell with spikes on his body
