Thermostat probably stuck close or the Radiator is plugged up. The coolant is not moving around the system

Would it be possible to jus remove the belt enough just to get the water pump off ?

The timing tensioner on the front on the water pump. No matter what you do on timing belt you need to take or loosen the tensioner first
