Absence of constraints means we have no restrictions and than things will be like big fish eating small fish. please clarify
Absence of constraints doesnt mean abesence of law. Constraints should be on the state not on the people. That's called freedom of people. In a country people are not constraint by law they can express their views, they can protest, hence their freedom is ensured.

You are confusing punishment given for a crime with those of rights. For example, does equality before law implies that some people cant be put behind the bars? Yes you are right that prisoners do not enjoy the full membership, but right to vote and contest election is a right guaranteed by the constitution subject to the condition that the citizens fulfil certain qualifications from their end. Further the constitution itself empower the parliament to regulate them under certain conditions.
