Hard to say:
- Isengard was on a roll. Would kill the eagles with combo's immediately after they kill Lurtz, maybe even before.
- Gandalf could have a juicy blast with Lurtz out of the way but would be shot down by the combo's too if not careful.
My money was on Isengard but Gondor was not defeated yet.
