This is right next to the well in the underground. There are about 15 rats to harvest or repeat these same three here rinse and repeat. As added bonus there are eagles nearby to harvest the foot and make the Silver-Pickled Fowl Foot. Equip the scarseal, use a rune arc, increase arcane, and use silver-pickled fowl foot to increase your odds!
