Hi. I have a 3B-ST too. From some time ago, it began to take more time than usual when is powered on. As you know when you turn the switch on, it takes a few seconds, then you can hear a relay and it starts working. Now it will take several seconds more, to hear the click and start working. Since then it seems to work OK. I hope you can give me some hint on what should I check. Thank you!.
I also have a 3B-ST that I bought new in 1998 and it no longer works. No sound. The heat sinks are hot on one side but completely cold on the other side of the amp. I opened the cover and I see no discoloration of any of the components. In fact everything looks perfectly fine considering it is 24 years old. One of the two green lights is OFF. Do you have any tips on troubleshooting it?

The delay is control by a chip and adjusted with a capacitor. You can download the schematic online to figure out if the capacitor needs to replaced.

Without taking a look, it's very hard to tell. There are many failures may cause non-functional amps
Have check the fuse on the board attached to the front panel? there is another fuse besides the power plug.
