I don't think Stardust in its own right was a bad idea, it was gimmick that had legs since it was given a preexisting relationship with Goldust, and Cody is a fantastic performer. It could've been much better than it really was. Also the trio with the ascension I actually liked and I will fight anyone on that
If the pay off would have been Stardust and Cody being two different personas and leading to Cody actually winning MITB later down the line and creating “The High Class Family” or something along with Brandi, holding gold would have been perfect booking for that time period..
What should've happened is that Cody slowly lost his mind, lost to Goldust at WrestleMania 32, and then slowly began to turn Face. Every month, he'd win a bit more, match after match, until finally facing Goldust again at SummerSlam, and after beating him, he'd wipe off the facepaint, and the next night on Raw, comes out as himself.
I can sit through a 20 minute promo if it entertains. Give me The Rock and Mick Foley celebrating Rocks birthday, i'll eat that shit up. Give me MJF insulting people for 20 minutes, i'll be completely entertained. What annoys me, and others so i've heard, is sitting through those nonsense promo's at the start of RAW that follow the same formula every . single . time. Those are boring. Scripted promo's are boring. There are very few people that can make long promo's entertaining.
I think Cody played stardust amazingly. if he had better face paint and they allowed him to make it his own thing it would have killed. but Cody also wants to be a John Cena type figure and being stardust probably seemed like a step back for him

promos stretching that long are totally unnecessary. 10-15 max tbh. because it only goes so long until people stop caring. That's why it's best when shorter, because it can be harder hitting without the extremely long length taking away from it
Storytelling happens in the ring, promos should only provide context for the action in the ring, if you need 20 minutes on the mic instead of in the ring, you should probably be doing soap operas instead of wrestling.

Arguably two stars bigger than Cody, basically shared 6 minutes of mic time together.
