Its legal or not , koi legal document hai jisse ye confirm kiya ja sake ki seal manhole me lagana compalsary hai, pls guide

There are many reason for using water as medium to calibrate the truck.
1. It is really cheap or free of cost or available easily.
2. It is safe to handle.
3. The coefficient of thermal expansion of water varies with temperature but it is quite low in comparison to other petroleum product. Giving below the coefficient of thermal expansion for water at various temperatures
water at 0oC: -0.000050 (1/oC)
water at 4oC: 0 (1/oC)
water at 10oC: 0.000088 (1/oC)
water at 20oC: 0.000207 (1/oC)
water at 30oC: 0.000303 (1/oC)
water at 40oC: 0.000385 (1/oC)
water at 50oC: 0.000457 (1/oC)
water at 60oC: 0.000522 (1/oC)
water at 70oC: 0.000582 (1/oC)
water at 80oC: 0.000640 (1/oC)
water at 90oC: 0.000695 (1/oC)
Generally we calibrate the truck at a range of 20 to 40 Deg C and at this temperature range the coefficient of thermal expansion for water is almost 1/3 rd of HSD / AGO / Diesel.
Apart from the above, while dispatching the petroleum product at tank truck gantry the advance automation system has temperature compensation at the flow meter.

The rate is between Rs 1.70 to 2.50 per kl per km. The payment is based on round trip kilo meter (RTKM). The RTKM varies on season / off season and on company. Expense you can calculate.
