By the time this decree was signed by Ecbert, he was no longer king, therefore he had no authority to do it. And since he killed himself shortly after it, he knew that there was nothing Bjorn or his brothers could to against it, there wouldn't be any consequences for him. So basically: Ecbert played them hard.
Alfred fixed everything his "grandfather" messed up. And he actually managed to win Bjorn, which was crazy.
