To keep healthy roots, you need a proper mix of water and oxygen. If your plants are just sitting in water constantly, the water should be well oxygenated. If it sits in water with low oxygen, you'll get "root rot."
You need to put some oxygen into that water for that many fish in there so they dont die. And why not use live plants in there tank to make sure no ammonia spikes happen. Just get some Hornwort as your plant because you can just let it float in the water plus water treatment companies use it to help recycle water naturally and they grow with an easy LED light

And add a UV light somewhere to sterilize the water. All the algae will die
