Spring index is best calculated from free state. It’s a measure of how easy the spring will be to make

Most text books are generally going to take their info from current industry knowledge. The standards you work with depend on the material chosen and differ slightly depending on region

Can you explain the merit of open coil torsion springs over closed coil. Also how does the design procedure differ with open coil?

You might sometimes see binding occur in tightly aligned coils especially if the surrounding geometry does not allow the spring length to expand as torque increases.
You might want closely aligned coils if there is limited space available in the surrounding geometry.
If you want to design a spring with a gap between coils you need to account for the gap when deciding on the pitch.
If you need a gap and make the pitch too great you may see spring tangling during part shipping or automated assembly.
