Being in Europe a bit weird as all Hydrants are underground this looks a lot of cost and maintenance. Here in UK we have a hydrant manhole about every 200 300 yards
North Idaho that looks like it'd be nothing but trouble. The ingress bolt would do nothing but freeze up and make it to the point where firefighters going to get to it also the lock would probably freeze as well. The other problem to create is if you had a multi-agency response or if you had an issue we had other agencies helping you they wouldn't have the right tools to get into the hydrant to unlock it that's causing property damage and lives it's not worth it.
