Wow, it is possible that the writers haven't been aware of him(?) for most of the show's run and the background artists have just been diligently putting it there because it's in all the original plates and concept art of Spongebob's room. Your videos in general have really opened my eyes to how, even though the writing and animation has changed so much from when the show began, the background art has been remarkably consistent.
There's also some episodes like "Unreal Estate" and "SpongeBob's Place" that feature the cage, but without Shelley herself. Though it's entirely possible she escapes the cage off-screen before something else comes in and fills up the cage.
Would be hilarious if they make a Halloween episode, where Shelly makes a sound that drives Spongebob insane. with nobody knowing where it comes from. the sound should be a slightly higher pitch than the regular clam sounds, just so you as the audience also know the difference.

Also the biggest difference between clams and scallops is just that, scallops are extra mobile while clams are more sedentary. Scallops tend to sit on top of the sand to be able to flutter away from potential predators while clams usually move with the use of a "foot" and usually dig into the sand to avoid predators.

Scallops are birds in SpongeBob because irl scallops swim with a fluttering like motion.
Also the biggest difference between clams and scallops is just that, scallops are extra mobile while clams are more sedentary. Scallops tend to sit on top of the sand to be able to flutter away from potential predators while clams usually move with the use of a "foot" and usually dig into the sand to avoid predators.

Shelly is actually just the Bikini Bottom equivalent of a fake decorative bird. the real clam/scallop birds flutter and tweet and generally act like real birds, so it's reasonable to assume she actually is more akin to, as Patchy said, a pet rock
