We don’t see any actual repercussions from this to give any weight to “2 years later”. Compare this joke to another one from the simpsons “Stonecutters” episode where a plumber is hired to fix a small leak but says it will take 2-3 weeks to fix it if he orders the parts he needs now which he immediately follows up with by saying “which I won’t” and later when it’s revealed Homer is a Stonecutter he fix’s the leak in 2 seconds and saves there drowning cat. It’s a visual gag that is in the same vein as the joke above “contractors taking their sweet time” but manages to show rather than tell and incorporate the joke in the overall plot of the episode
