@Solitude11-11 if all birds are included it looks less suspect. The message will be trotted out that it's so local regulatory services can protect the public in the event of an outbreak of avian flu, what it really is though is pinpointing where there are tax opportunities for essentially having 'livestock' and being able to gain produce. They can't have people being self sufficient and require the population to be reliant on the state. I see a mass cull on the horizon quite frankly,I'm afraid.

What we did was to allow inspectors (without notice)to check every one of our chickens for signs of avian influenza and to either euthenise, recommend treatment and recommend any changes. Non compliance results in heavy fines.

I can confirm that you are unlikely to get even a slap on the wrist for small scale (less than 50 birds) poultry theft. I know because a van filled with 40+ of my very best, rare breed 6 month old pullets ( entered for auction and due to make £45+ each) ( a dozen of their eggs could go for over £60 ) was pulled over for a broken tail light, and the birds discovered in the back, the police let them go, with a caution, even though this was the second raid that I’d reported. I never saw any of my birds again. After the third raid, I gave up. So, unless your stolen chickens are discovered in the back room of a butchers shop, the thieves are quite safe.

If you have worked on large chicken farms you will know that there can be anything from 250,000 birds up to and beyond 500,000. Daily death rate is high so how is that farmer going fill in forms everyday to notify the government to what is changing with those chickens everyday. No doubt the big corporations have done their bit of lobbying yet again to gain more control over poultry and egg production.

Everybody is getting wound up about this and the first time I was asked to register all my chickens, geese and ducks 3 years ago, I bridled a bit. The big difference was that there was an avian flue outbreak over most of the country. It wasn’t the registration that really TD me off, but the demand that I should ‘House all my registered birds’ Unless one is a professional producer of inclosed hens, it is all but impossible to prevent small wild birds from getting access to your birds or their feed, and both geese and ducks are grazers and do not take to indoor living. So I filled in the form and sent it back with all the thousands of other forms, and then did nothing. Sure that if the flue broke out near me, they would come and “ cull “ all my very healthy birds and of course any that looked peeky. I had a whole 16 birds.
Now, ether Starmer and his merry ‘Them/They’ have been told that we are about to be hit by a serious pandemic of zoomorphic Avian disease, or he realises that he hasn’t yet picked on all we indigenous Brits that don’t live in the city. Not a good idea, kicking a hornets nest comes to mind.

I doubt that they'll even monitor this. When I kept goats and a couple of pigs, they all had to be tagged and entered into my movement book which was kept at home. Not once did anyone ever visit to check if what was entered in my movement book matched the animals that I had or if my animals were actually tagged. The biggest risk will be the local curtain-twitcher who likes to make themselves feel important by reporting every infraction of every rule by everybody around them.

    From Gov website:
When you do not need to register
You do not need to register psittaciformes or passeriformes (such as budgies, parrots, cockatiels and finches) if they are both:
fully housed in a dwelling (your home or another indoor structure)
with no access to the open air
You do not need to register an exempt bird to visit a veterinary practice.
If your birds are taken outdoors at any time, for example to be exercised, trained, or taken to bird gatherings or shows, they must be registered.

Not budgies! There have been lots of untruthful stories circulating about this.
Only birds that fly free like gamebirds, those that are traditionally kept as farmyard stock, raptors used for flying demonstrations
pigeons etc. In essense, birds that are likely to be in contact with wild birds or those that could be used for meat or eggs production need be registered.
It was in place for those owning 60 or more birds decades ago because recording egg or meat production was necessary so that, in a food poisoning outbreak a particular keeper, who might have caused it through dirty production method and poor hygiene could be held respinsible.
When avian flu became a thing, it was changed to those keeping more than 20 birds and a about 2 years ago to just one. Pigeons and, I think raptors kept for flying displays etc are all included.
I filled in the form again last wek. We used to keep around 60 birds, ducks, geese and chickens for egg production in a traditional, pastures setting but have retired and now have only 8 layers for our own eggs.
You don't pay anything and you are registered and not licenced. Pet birds such as partots, budgies or canaries are not on the online form but Defra mentions that, if kept in an outdoor avery, the mesh must be small enough for wild birds not to get in.
Technically, all swans are wild, you can't legally own one so, if one takes up residence in your land, you amenities owner and so wouldn't need to register it.
If you don't know the ordinance survey map number where you keep them you can just fill in the post code and say something like ' in the back garden.' None of this is the big deal it has been made out to be. It took me less than 5 minutes to fill and return and an acceptance letter came back within three days. It was easier and faster than telling the DVLA when we sold our car.

If you're interested, research "Ross 708", "Cobb" and "ISA" with the word "poultry", "broilers" or "chickens".
The corporations behind the breeding of meat and egg producing birds will not admit that in their quest for high volume efficient production, they failed to also improve disease resistance.
So a home bred or sustainably managed farm will always have birds that have similar disease resistance to wild populations.
Wild bred, genetically diverse species will always outlive "clones" (very little genetic variance poultry).
It's already happening with bananas. The original banana is already extinct.

The new rules cover owners of backyard flocks, birds of prey and pigeon fanciers, but do not affect caged pet birds (excluding any poultry species) kept entirely inside a domestic dwelling, such as a parrot, canary or budgie, which never leaves the property other than to visit a vet or another short-term period.

Lobby your Local and district MP’s, that’s what they are there for. If every owner of any bird (or not, if you feel this is wrong) approaches their MP and says they think the law is a control measure and can affect their human rights, I’m sure the MP will do all they can. If not, you complain they are not representing their constituents and don’t deserve their place on the local or central gov. We’ve been owning and collecting eggs forever, and bird flu hasn’t been a problem in hundreds of years, only since the Chinese in 1996! What’s changed…..it’s the way the world food producers keep their animals and bird that cause diseases. They should be the ones to clean up their act, not a poultry (😮apologies) few. This is another monitoring exercise……I’m just a little fed up with people moaning and not actually doing anything.

Some people will be keeping chickens because the don't have money. They are the people that will end up in a slammer. Granny keeps a chicken? IN THE SLAMMER. Rupert got a budgie? IN THE SLAMMER! It's like witch trials. Keeping chickens is the new witchcraft.
