Don't mistake non broken for him being able to use full power. He was 5% in order to not hurt Todoroki. If that was 100% Todoroki and his team would be dead and so would be everyone on the other side of the stadium.

There is a kid who jumped from a building watching platinum end. Hoping some angel will save him but we know how that ended. I just hope no kid tries this at home thinking grounding makes you immune to electricity. Kids are so dumb, it is sad.
