      My answer is late, but, what I think he is trying to demonstrate is that when the needle (north tip) crosses the horizontal (which is parallel to the magnetic field), it will then experience a force trying to align it with the field. That is when the needle tip is above this horizontal the torque due to the field will be clockwise, when it is under this line the torque will be anti-clockwise so that the field tries to align the needle in its direction.
