Basically the long tassel is a bloody nuisance! The short tassel can be used like a whip but the sword butt also can be a weapon.I wouldnt waste my time trying to manipulate a lengthy tassel!

Yes the tassels has a purpose it helps you control your center the longer the tassel the more refined the movements need to be.

Yes practicing with a long tassel is very difficult it helps you to develop focus, timing and the use if Jin not hard force.
