Sir,question number 12 is doubtful. There may be more than one disciplinary authority in case of a post where one disciplinary authority can impose only minor penalties but not authorized to impose major penalty. For few posts like SO in Central secretariat, a secretary is also disciplinary authority which can impose only minor penalty I.e. censure .
