It is part of some new Persona cards that you can get in the new Eras pack in MyFaction, which can then be used throughout the rest of the game. I think this particular Punk is the reward for getting all the cards in one set of that collection, but there is also a bald Punk and Masked Punk from S.E.S. days, all with the same music.
