Good question! Probably air hoses to change air pressure while driving (for driving in sand and such). But they could also be to spray out water to protect the tires as part of a fire protection system for use in forest fires and other wildfires. Anybody else know more about this?

I'm not sure, think it has to do with the air pressure.

What's up with the red and blue lights? Some of the cars have the red, some have only blue. Is it like Sweden's "stop" light?
Yes, I think it is a stop light, but they seem to use it also when escorting vehicles.

Latvian police uses only the blue light when responding.
