20 years ago the norwegian police drove Nissan Primera, Ford Mondeo, Peugeot 406 and some some Volvo models, nowday they have more "premium" models

On a budget? Did you watch the video? Almost all the cars you see are either BMW or Mercedes...
The Ford Explorer costs more than the BMW X5 that the Norwegian police used earlier.
The Volvo V90 CC cost about the same as the BMW 520d they previously used.
There's nothing "budget" about the current cars used by the Norwegian police.
And btw, the Explorer is made by Ford Europe, in Cologne, Germany.
