Elite snipers were always OP. But the veteran upgrade seems to have no effect whatsoever.

I always wondered why the sniper took so long to take a shot. was he reloading his own bullets or something?

probably fresh out of training and still lack the experience to properly aim and steady the rifle. Veteran ones could be equipped with a more potent scope capable of extra range. Meanwhile the Elite ones - Experienced, battle hardened and kills from muscle memory. Hell the Elite ones seem to be masters of quick scoping.
