Well the difference is that when he put it on James, it had probably cooled off a little bit already.
James is also thicker than Aleks, leaving more skin to dull the pain of the heat. And he seems to simply have more pain tolerance c:

With today's techonology, Tatoos rarely hurt, but im not sure when he got his, i think a while ago though.
HawkeyeTheCupcake tattoos DO hurt but once it happens you get used to it. And you dont feel it again until it is healing. That is mostly itching.
Now... pulling a bunch of hair out of leg in one (or in aleks case 4 or 5 times) is going to hurt like none other. I'm a hairy dude i've tried this in my younger days. I have a high pain tolerance. And that shit hurts!!
