That's like putting a curse on someone which falls under witchcraft. Now, an evil spirit has a name, so you call out that spirit name which is Satan. I said you are rebuking the evil inside someone not the person themselves. The saying goes "I rebuke you IN THE NAME OF JESUS". Meaning you are calling on Him to cast out the evil within. It's not a curse but an ask to the Lord to rid evil or wrong doing.
You can definitely rebuke the "evil spirit" in someone. Ppl just say "I rebuke you" to talk exclusively to that spirit. The meaning is understood 🤷🏽♀️
