You may need minimum of 2000 euros for expense including food, rent, other expense if you live in Lisbon. May be 200 -300 less if you choose to live few kms away from Lisbon

Email the university of explaining the situation. It’s not your fault. Get an email from vfs/Portugal consultar in SL and share that with your uni. See what they say
