Megalovania ever since its first appearance has always been used to represent a lust for power (Which is where it's name comes from, The word "Megalomania", meaning an obsession over power, riches, fame, etc.) Megalovania isn't Sans' theme, it's the players theme. That's the reason it only plays on the Genocide Route's Final Boss. If it was Sans' theme you'd expect it to appear SOMEWHERE in the other routes, but no, instead, every scene with Sans either uses "sans.", Or "It's Raining Somewhere Else", which itself is a rendition of "sans.". Even Sans' unused battle theme, "The Song That Might Play When You Fight Sans", only has the motifs of "sans." and "Bonetrousle", not a trace of Megalovania to be found.

MEGALOVANIA is still absolutely associated with Sans because it plays during your fight with him, but that doesn't mean that the meaning of the song is tied to Sans. As it has absolutely no trace of his Leitmotif.
I think it's true. Almost all characters here have a battle, so it plays their battle theme. Maybe Megalovania is one of the battle themes associated to sans.
