If Israel has old testament authorization to possess nuclear weapon then Iran and Iraq also have the same authorization. Further, If Israel had the legitimacy to strike Iraqi under construction nuclear power plant decades ago then Iraq has the legitimacy to strike Israeli nuclear facility. Every action has an equal and opposite reaction.
Problem for Iran is ensuring the reliability of an untested U235 implosion device. That reliability requires simplicity, which comes at a huge cost in both mass and volume, which will then significantly reduce the range and accuracy of a Shahab-3.
So while they may have weapon they are probably a few generations away from having a missile that can carry it. And not only carry it, but thread the needle through Israeli, Jordanian, and American air defense.
Unless, of course, they get direct assistance from Russia for either the bomb design and manufacturing; or by advancing their ballistic missile design, engines, guidance package, and air defense countermeasures.

As far the nuclear weapons themselves, presumably they are relatively close to each other, except for the DPRK having completed some testing.
But I’m not sure the DPRK would be too willing to just hand over their Crown Jewels of weapons designs and test results. Especially knowing just how deeply Iran has already been penetrated by Israel, and when any collaboration would risk painting an Israeli target on their back. They aren’t the UN or the US, and doesn’t play by the same rules as the West. They have already completed a covert operation there a few years back. And they certainly won’t show nearly the restraint as the West in expressing their extreme dislike for the DPRK if they are again found to helping their greatest enemy acquire and perfect a WMD and the means to successfully drop it on Israel’s lap.
Besides, the DPRK still have a long long and difficult way to go to miniaturize the weapon they have so it can be used in a reentry vehicle. A reentry vehicle which they also haven’t built, let alone tested, and which they will need to use their rocket to reach their intended targets in the US.
As far as assistance to Iran increase the throw weigh and accuracy of their ballistic missiles, again, they are in much the same boat. The DPRK’s newest ICBM Hwasong-17 ICBM has never been tested, let alone tested with the weight and volume of the crude weapon they currently have, let alone a small enough, robust enough, and accurate enough physics package and reentry vehicle that they’ll need to hold Seattle at risk, or for Iran to successfully strike Tel Aviv.
