Actually, neither of you is correct: Reichstag is composed of the words "Reich" (realm/empire) and "Tag" (diet/assembly). So both the rules - "st" in the beginning of syllables is pronounced "sht" ; and "chs" at the end of syllables is pronounced "ks" - don't apply: the "s" simply links the two words to a new one. Reich-s-tag [ˈʁaɪçstaːk].
