Well yes, a mech is a robotic structure in which a person is required in able to be controlled by that person. So yes, it is allowed, as long as the Cockpit has to be controlled, it is!
Tho needless to say its barely qualified for it, Lego getting pretty boring with designing mech these days, not to say the SCCPS pieces are quite a scam, and Lego keeps relying on them just so they dont overdo the design by adding knees and elbows
Its kinda modeled lazy in my opinion cause the villians in the sets kinda get slept on a little but of course there are more better sets with villians in them im just saying they could have at least armored it more
The head is way too 2-D looking for such a bulky MECH. You should have made it at least twice as wide with flaired cheeks at least. Other than the head, the rest looks great.
