"Provinsen" in Danish means "anything outside of the capital (Copenhagen)". I'm quite sure you wouldn't use "province" in the same way in English (or French). I guess we use it like that since Copenhagen is the only big city we have, so the rest is (rather derogatively) referred to as "provinsen". In this song however, in a humorous and warm way.
