Action is taken as per rule 18.
It is clearly saying in rule 17 c ...avoid alter course to port while taking action in accordance with 17 a (ii)How can we alter to port?
1st situation action is wrong.. that action is only if both are power driven vessel .. towing vessel is not a pd vessel ..towing vessel is ram vessel .. so action as per 18 a.
