    Sir one doubt in CBD situation in which she is crossing from Port to stb .
    As per rule if ROC exist ?
    We shall not impede here passage as per
    8f (i)
    But if we do ao
    Then she will be give way and we will be stand on
    As per 8F (ii)
    Steering and sailing rules will apply ?
    So the rule apply will be
    Rule 18 d (ii)
    Or
    Rule 15
    Please can you elaborate

      Thanks for asking this. It is a ginuine concern. Your answer lies within the parametrs of the rules. Let us start with 18D-1. Any vessel other than NUC & RAM shall avoid impeding the CBD. So first of all you (PD) are required to avoid. This is requrement starts even before there is ROC. Remeber there is a term shall avoid. It does not say that shall not impede. Same thing is line with 8F-1 which says that aPD should take early action to allow safe passage of a CBD. This will start before ROC. However ROC has developed. Now again 8F-2 says that PD is still obliged to follow the rules of this part. Which means, a PD shall not alter course to port for a vessel on her port side. PD is bound by Rule 17. Stand on vessel. At the same time 18d-2 says that CBD has to navigate with caution. The issue with CBD is depth and width. By definition 3H, it is still a PD. She acn always slow down if realize that PD is not taking action and there is ROC. This also recommended in 8F3 , according to which CBD will remain fully obliged to comply with the rules of this part, which my opinion is the obligations similiar to give-way vessel. i.e rule 15. Avoid crossing ahead. In my opinion rule 18D-2 is in line with rule 15 when it comes to this particular situation. Hope your doubt is clear. May be can have one video on this.

    Sir one doubt, in case of a NUC or a RAM ( obligation not mentioned in rule 10) which is crossing a TSS from either side and we are a PD vessel. Then will rule 15 apply or as per 18 we have to take action?

      Rule 15 is applicable to two PDs invoved in crossing. Rule 18 establishes responsiblity between other type of vessls. R19D-i, Except NUC & RAM other vessels shall avoid impeding CBD. As per R10k & i, RAM is exempted from complying R10 if carrying out operation in TSS. So RAM is exempted. If RAM is not carrying out operation in TSS but simply crossing than normal TSS rule 10 C & E will be applicable. That is also applicable in case of NUC or any other vessel.

    Sir I have a doubt that rule 18 said except where rule 9,10,13 otherwise require
    So would rule 18 be applicable to rules 9,10,13??

      In case of CBD as per 8f 1&2 we need to take early action but if Roc exist normal steering & sailing rules apply hence in that case rule 15 comes into picture so if CBD was coming from port to stbd and roc exist the. we become the stand on and CBD becomes give way vsl

    rule 10 j say SV shall not imepede the safe passage of PDV but in video it is not the safe passage ..
    ACTION PLS >>? 21.37 MIN

      A PDV following a traffic lane is having safe passage in a lane.Hennce SV shall not impede the PDV.

      @@sailorstube3259 My understanding is that a safe passage specifically means a vessel which would be unsafe to deviate from her course, a PDV in a TSS lane is usually not in any danger if she leaves a TSS lane, therefore a SV is only impeding the PDV passage, not her safe passage. This is why they differentiate between SV (not to impede the passage) and FV (not to impede the safe passage).
      If every TSS lane was a safe passage instead of only a passage, then why would they separate the instructions for SV and FV?

    But Rule 18 is not applicable in TSS so for CBD crossing from stbd to port we are give way vessel as per Rule 15 but 18 d i does not apply here sir

      read the first line of Rule 18 "otherwise require" as well as the 8 f(1) (ii) (iii) ... 18 does apply
