All the principal queens were performing at the queen’s jubilee, so there was a mix of alternates and tour cast members

Because for alternates, for their primary covers, use the actual costumes. Second and third covers (they have alternate costumes). That is how it works for Six these days.
In this video, the primary West End queens were absent because they were preparing for the Queen's Jubilee Performance on Saturday, this was on a Friday where they were rehearsing. So on stage we have:
Rachael (who has her own alternate costumes, and is one of London's Swings),
Jen and Casey who play Boleyn and Seymour in the UK Tour.
Paisley who is primary cover alternate for Cleves (London)
Roxanne is her alternate costume because she is second cover for Howard (London).
And Natalie who is primary cover for Parr on the UK Tour.
So 3 tour queens snd 3 West End queens.
