The library security guards were recording you (the indicator lights on their cameras were on), clearly they exited the building with the intention of capturing footage of you. Under GDPR regulations they were obligated to inform you their cameras were recording. Write and complain to the Data Commissioner and ask Wigan council for a copy of the footage. Do this for every interaction you have with every security guard recording you with a body worn camera. They all seem keen on false 'not allowed' rules, how about reminding them about actual regulation?

Wigan Central, The Anvil, The Raven etc. Unfortunately there's nothing to attract visitors, or keep them there.
It was a wonder-less roam about Wigan. Wigan this is NO WAY to attract wonderful tourists from around the World to your historical rugby/working class town. Wigan people, respect. Wigan Pier used to have fantastic Victorian history museum, also a George Orwell museum. Shame they shut down.
The Road to Wigan Pier is one of Orwell's testaments to working men of his times, a grim, but excellent read
