And I could not agree with your opinion more about pros and cons for owning scooters in Taiwan, especially the sense of freedom, I found it rather hard to have the same feeling while living abroad, yes car is much much safer and yes during harsh climate scooter can be tricky. But riding on scooter on some scenic routes or quick connection in the city, the feeling is... how to say, quite unique.

outside of taipei sure you need one. but living (or driving, obviously they are useful for places the MRT doesn't reach) in taipei i don't think they are necessary. public transport is great. and for getting around the neighbourhood people should use a damn bike. i honestly don't see the point of using scooters to get around taipei, its bar none one of the worst aspects of living in taipei. they should be getting phased out.
