And in Boruto it was confirmed that the ninjusu he uses to do this also works the same across dementions. This makes him easily the fastest one on this list. I know this will piss people off and it is unfortunate as my all time favorite anime are soul eater and fire force, but it is without a doubt a fact. If you don't believe me just look up "how does flying thunder god technique work".
That's not a speed feat tho he needs to prep that, if other characters came and asked him to race around the planet he would need to run around the planet with his actual speed and then place Mark's. You can either consider it by measure the two endpoints and time elapsed, or the distance traveled by the person's movement over time. In the former, teleportation is an insane speed. In the latter, it's slow as hell. If a guy teleports somewhere and only takes a step, the second version equals about 1 meter per second. Easier to just not include space manipulation/compression, teleportation, or time travel

Minato and Kizaru are meant to be a lot higher on the list because using the power of acceleration, Kizaru is able to move much much faster than his base speed which is already the speed of light and Minato had advanced the flying raijin technique on a higher level than Tobirama the second hokage who created the technique specifically to bypass the sharingan's tracking ability which is definitely not a normal human eye and plus Minato also teleports so why would Gojo be on a higher level on the list than him not even counting the fact that Minato at his fastest was when he had the kyubi power in the 4th great ninja war and he used that power on the same level as naruto kcm 2 which is significantly faster than kcm 1 which is also significantly faster than the Raikage.

Goku is the fastest if you include instant transmission. Which is similar to how Shinra moves. Gokus body breaks down into particles and he can travel the span of the entire universe in an instant.

As a bonus, Hit is not the first character shown with this ability. That would go to Guldo of the Ginyu Force, although the limit to his ability is how long he can hold his breath.

Well technically only KCM Minato is actually moving that speed not Minato with Flashing Raijin because Flashing Raijin is a teleportation ability not an ability which makes him move fast.
