Thank you for the question. The inner layers are used on more complicated PCBs where there may not be enough room to run all of the traces, such as designs with BGA or PGA components. In these cases, the traces will dive down to inner layers in order to get the "fanout". When you have multi layer boards, you will typically move the power planes inside as there may be several to deal with. Hope this helps.
