You are really a gutsy fellow. I was in Noudhibou in 1987 loading iron ore on a ship. We used to load 100,000 tonnes for Belgium. Ship was covered with 1 foot of iron ore dust. Used to take 2 days to clean the ship . We were on duty during loading and our skin used to bleed with multi cuits from iron ore dust.
What area you doing in Noudhibhou in that times?

Why don't they set up a steel plant to produce finished steel, it will fetch higher value and Africa also rich in coal and other minerals for steel making. BTW the landscape looks more of Mars with mountain, desert sand, high sunshine.
Lack of tech , skill and resource
first of all these mines aren't owned by africa itself, even the plants you are talking about, they are owned by chinese, europeans/american companies, some indians too TATA owns some stakes in such mines
so my point is they are being exploited by these companies, just like indians work more in GOOGLE/AMAZON foreign companies in India with 10x less wages but 2x more work
